I suggest you start by reading this article in the The Stanford Social Innovation Review and then writing a "theory of change" for your organization. As the article states, a mission is general in scope while a "theory of change" is quite specific. Once that's done, I suggest you write a simple business plan that outlines what you will do, how you will be funded, and your long-term plan for the organization. I have found that business plans are hard to write when my thinking isn't yet clear, and easy to write once I've done all of the thinking.
